As Conference Convener, it is my great pleasure to welcome you, via our website, and soon, in person, to the Republic of Trinidad and Tobago, and, specifically, to Tobago, to the International Society of Family Law (ISFL) Regional Conference, 2022. The ISFL is an independent, international, scholarly association dedicated to the study, research and discussion of family law and related disciplines. Among our membership are professors, jurists, legal practitioners and researchers from over fifty (50) countries. Our premier event is our triennial world conference, the next being our Jubilee Conference, to be held in Belgium, in 2023. The ISFL also holds regional conferences, as this Caribbean Regional Conference, the theme of which is: Safeguarding the Human Rights of Family Members from the Womb to the Tomb”.

The human rights of children, spouses, parents, step-parents, grandparents, siblings and other family members are, too often, not sufficiently protected or not safeguarded at all, by States. This is so, even though States have committed to be bound by international human rights treaties, as the United Nations Declaration of Human Rights, the United Nations Convention on the Rights of the Child, the Convention on the Elimination of All Forms of Discrimination against Women and regional treaties, as the Inter- American Convention on the Prevention, Punishment and Eradication of Violence Against Women, the European Convention on Human Rights and the African Convention on Human and Peoples’ Rights.

During the course of this conference, international and regional delegates, including Government Ministers, renowned jurists, highly acclaimed law professors, dedicated family law practitioners, knowledgeable policy makers, psychologists, social workers and other professionals will deliberate on human rights of family members. This takes place in Tobago, an island, renowned for its sun, sea, sand, serenity and friendly folk. We will discuss questions, as: Do our countries sufficiently recognize and protect the human rights of family members? What laws, policies, and best practices can we share with one another?

On behalf of the ISFL and the Caribbean Regional Conference Planning Committee, the Child Rights and Restorative Justice Organization (CRARJO), I welcome you to this sharing of your expertise on human rights challenges that confront the family, impact the lives of all of us and the societies in which we live. We will stimulate your intellect with insightful research that guides practical solutions, and will provide avenues for exciting experiences to make this ISFL Regional Conference one you will always remember.

Theme: Safeguarding the Human Rights of Family Members from the Womb to the Tomb.

The human rights issues which confront the family today are more challenging than ever before. Thirty years after the Convention on the Rights of the Child, human rights of children are still regarded by many as an oxymoron, especially when children in detention or in alternative care are concerned. In many countries, full recognition of women’s human rights is an elusive goal. Human rights of spouses, parents, stepparents, grandparents, siblings and other family members are, too often, not recognized, sufficiently protected, or not safeguarded at all by legal systems. All persons are entitled to have their human rights promoted and protected in the variety of situations in which family members interact with one another, with the State and institutions. This conference is intended to bring together researchers, academics, jurists, social workers, policy makers and other professionals from all over the world to share research, experiences and ideas on human rights which touch and concern us all as family members at all stages of life.

Presentations will be made on all legal and policy issues related to human rights of family members, which may be encountered prior to conception and up to post- mortem property distribution.
